The classroom teacher is not necessarily the most important factor in maintaining discipline. The school itself needs a code of conduct and an overall environment of discipline. One instructor is just a small part of the entire institution. Also, the instructor must have the power to punish: students have to understand that there are consequesnces for negative behavior.
