Salutary Neglect

Even though England believed in a system of Mercantilism, Sir Robert Walpole espoused a view of "salutary neglect". This is a system whereby the actual enforcement of external trade relations was lax. He believed that this enhanced freedom for the colonists would stimulate commerce.
